He played a leading role in the establishment of NEMA (the National Emergency Management Authority) and in its merger with MELCH - the directorate responsible for essential and critical infrastructure in Israel. He led the authored Israel’s national emergency management doctrine, developed the national resilience system and framework and the "TOP 50" project of the protecting of the country’s 50 most critical infrastructures.

has over 30 years of service in Unit 8200 and the Prime Minister’s Office. Nir brings extensive experience in organizational resilience and strategic preparedness. He served as the official responsible for functional continuity and the planning of strategic facilities within one of Israel’s most significant security organizations. In this role, he spearheaded the development of organizational resilience concepts and emergency preparedness frameworks. In addition to his expertise in business continuity and organizational resilience, Nir specializes in the design and characterization of strategic facilities and critical infrastructure
